Local Agenda21 in the Territorial Planning in Energy and Waste Management, is a project funded by the European Union under the ENPI CBC Mediterranean Sea Basin Programme. The 2007-2013 ENPI CBC Mediterranean Sea Basin Programme is a multilateral Cross-Border Cooperation initiative funded by the European Neighbourhood and Partnership Instrument (ENPI). It aims to promote a sustainable and harmonious cooperation in the Mediterranean Basin, identifying joint solutions to common challenges, strengthening the local potential of the territories involved and by securing the Mediterranean maritime borders of the European Union.

Local Agenda 21 is a local-government-led, community-wide and participatory effort to establish a comprehensive action strategy for environmental protection, economic prosperity and community well-being in the local area, taking into account features, needs and priorities of a specific territory. This requires the integration of planning and action across economic, social and environmental spheres. Key elements are full community participation, assessment of current conditions, target setting for achieving specific goals, monitoring and reporting.

In the framework of the Euro-Mediterranean Partnership, the project addresses two major challenges related to Ag21 in the energy and waste management domain: translate Ag21 principles into action through a participatory approach and support the transition of Ag21 from National to Local agendas. Since National Strategies have been already launched and adopted, this implies that the focus of the project is to translate declarations of intents in actions rather than to elaborate further statements that are rather abundant to this respect.

Overall Objective:

strengthening territorial planning at local level in the eligible territories of Province of Viterbo, Turin and Majorca, Jordan and Lebanon by applying Ag 21 principles in the energy and waste management sectors.

Specific Objectives:

  • To share experiences between Local Authorities (LAs) involved in the partnership in order to facilitate territorial planning and monitoring in the energy and waste management sector.
  • To enable business opportunities between LAs and Private sectors with the scope to reinforce relations between MPCs and EU partners.
